What exactly does family planning mean in the global health context? The White Paper on Family Planning highlights the crucial importance of an accurate interpretation of this term in international law. As an analysis of international law makes clear, access to family planning does not necessitate access to any particular method by which men and women may determine the number and spacing of their children. The White Paper demonstrates that, in addressing the problem of unmet need for family planning, it is the prerogative of States to offer the methods of family planning that best suit the needs of their populations.
